I would say that, as someone with Russian, Jewish, German and Native American ancestry, the way I identify as white in some scenarios isn't different in nature than a Kenyan or Somalian who identifies as Black. There's no part of me that disputes that Black people have had a horrible history of injustices committed against them. I just don't see what that has to do with capitalization. According to APA guidelines, it sounded almost like they were advising that capital letter as some sort of consolation rather than to actually provide additional clarity.
